RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2013-04830
COUNSEL: NONE
HEARING DESIRED: NO
________________________________________________________________
THE APPLICANT REQUESTS THAT:
Her Home of Record (HOR) be changed to Weyerhaeuser, WI.
________________________________________________________________
THE APPLICANT CONTENDS THAT:
Her HOR is the address where she was recruited from not her
correct HOR which is 150 miles from there. She did not realize
it was incorrect until she went to the Traffic Management Office
(TMO). Her parents live closer to Nellis AFB and changing it
would not cost the government more money.
In support of her appeal, the applicant provides copies of an
AF Form 899, Request for Authorization for Permanent Change of
Station Military, dated 29 Jun 12; her DD Form 4,
Enlistment/Reenlistment Document Armed Forces of the United
States, issued 29 Jun 11, and various other supporting
documents.
The applicants complete submission, with attachments, is at
Exhibit A.
________________________________________________________________
STATEMENT OF FACTS:
On 29 Jun 11, the applicant entered active duty in the grade of
Airman Basic (AB/E-1). The applicants DD Form 4, reflects
Wausau, WI as the HOR.
________________________________________________________________
THE AIR FORCE EVALUATION:
AFPC/DPSIPE recommends denial. There is no evidence of an error
or justification to warrant a change to the official record.
DD Form 4, Enlistment/Reenlistment Document Armed Forces of the
United States, is the source document for HOR. The applicant's
initial DD Form 4, dated 29 Jun 11, reflects Wausau, WI as the
HOR. The Joint Federal Travel Regulations (JFTR) for Uniformed
Service, Volume 1, Appendix A1, part 1 states the HOR is, "The
place recorded as the individual's home when commissioned,
appointed, enlisted, inducted, or ordered into a tour of active
duty. Only if a break in service exceeds one full day may the
member change the HOR." The HOR is the location documented on
the initial enlistment document, not a location where the
individual is later assigned or a location selected for
convenience; a correction must be fully justified.
The complete DPSIPE evaluation is at Exhibit B.

APPLICANT'S REVIEW OF THE AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the
applicant on 6 Dec 13 for review and comment within 30 days. As
of this date, no response has been received by this office
(Exhibit C).
________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. We took notice
of the applicant's complete submission in judging the merits of
the case; however, we agree with the opinion and recommendation
of the Air Force office of primary responsibility and adopt its
rationale as the basis for our conclusion that the applicant has
not been the victim of an error or injustice. Therefore, in the
absence of evidence to the contrary, we find no basis to
recommend granting the relief sought in this application.
________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
